refactor(cdp): extract attachTo, getWindowId, evaluateJson helpers
Target.attachToTarget was decoded at 5 sites, Browser.getWindowForTarget
at 5, and Runtime.evaluate unwrapped at another. Each is now one typed
helper. Deletes the dead cdp/window-binding.ts.
