docs: add v0.3.0 harness rewrite implementation plan
27 tasks: foundations → CDP transport/session/client → defineTool helper
→ vertical slice (click) → 13 domain migrations → wire-up + delete legacy
→ smoke + release. Each task has concrete code, exact file paths, and a
typecheck checkpoint.
